Summary of Senate Proceedings for Tuesday October 12 2016.


Senate President Bukola Saraki Presided over plenary.  Senator Rafiu Ibrahim moved for the adoption of votes and proceedings of Tuesday 12th October 2016 and Senator Isaac Alfa seconded.


ANNOUNCEMENT
Senate President announced a meeting of the Constitution Amendment Committee led by Deputy Senate President Ike Ekweremmadu which held today.


PETITIONS

Senators Alimikehna, Sam Egwu and Mao Ohabunwa raised petitions from their districts. The Petitions are referred to Committee on Ethics Privileges and Public Petitions.

POINTS OF ORDER

Senator Hunkuyi Suleiman raised a Point of Order on the proposed 2018 Population Census. Senate President advised him to do a motion on it.

Senator Nelson raised a Point of Order on the demise of Former Inspector General of Police Etim Inyang and 1-Minute Silence as observed in his honour.

PRESENTATION OF BILLS

Five Bills passed first reading they are;
1. Police Procurement Fund (Establishment) Bill 2016 HB. 314 by Senate Leader
2. Franchise Bill 2016 (HB. 76) - First Reading. By Senate Leader
3. Animal Health and Husbandry Technologies (Registration Etc.) Bill 2016 HB.320 by Senate Leader
4. Dangerous Drugs Act CAP D1 LFN 2004 (Amendment) Bill 2016 HB.292. First Reading by Senate Leader.
5. Nigerian Council for Social Work (Est. Etc) Bill 2016 HB. 161 by Senate Leader


CONSIDERATION OF BILLS

Nine Bills were considered and passed for second reading they are:

1. A Bill for an Act to repeal the FERMA Act 2002 & to establish the Federal Roads Authority to promote a safe, efficient & cost-effective management of roads network and other matters connected therewith 2016 SB. 219 by Senator Kabiru Gaya (Kano North).
The Bill seeks to establish the Federal Roads Authority, aid sustainable road networks and allow private sector partnerships. It is also in fulfilment with the legislative agenda of the 8th Senate


2. A Bill for an Act for the regulation and registration of lobbyists in Nigeria and for other matters connected therewith 2016 SB. 99 by Senator Dino Melaye (Kogi West).
The Bill seeks to recognize lobbyists to improve the work of members of the National Assembly and shape public policy by better regulating activities of lobbyists as it is done in civilized counties. It was referred to committee on Judiciary Human Rights and Legal Matters.


3. A Bill for an Act to repeal the Bank of Industry Act, the Bank for Commerce and Industry Act, and National Economic Reconstruction Fund Act and establish the National Development Bank & for other related matters 2016 SB. 8 by Senator Ibrahim Gobir (Sokoto East Senatorial District).

The Bill will bring all the mentioned development banks together under the same management for better efficiency. It was referred to Committee on Banking.


4. A Bill for an Act to provide for the establishment of the Nigeria Army Institute of Technology and Environmental Studies and for other matters connected therewith 2016 SB. 123 by Senator Kabiru Marafa (Zamfara Central). 

The Bill seeks to provide the existing Institute the requisite legislative backing. It was referred to Committee on Army.


5. A Bill for the Act to provide for the establishment of the Nigerian Political Parties' Debate Commission SB.101 by Sen. AbdulFatai Buhari 

The Bill seeks to improve and deepen the democratic process. It was referred to the Committee on Establishment and INEC Committee.


6. A Bill for an Act to provide for the establishment of the National Research & Innovation Council, National Research and Innovation Foundation and matters related thereto 2016 SB. 239 by Senator David Umaru of Niger East Senatorial District.

The Bill is referred to the Committee on Science and Technology and Legal Matter Committee.


7. A Bill for an Act to provide for the rapid build - up of Industrial Capacity in Nigeria and promote competitiveness of Nigeria manufactured goods and other related matters 2016 SB. 86 by Senator Albert Bassey (Akwa Ibom N/E Senatorial District).

Implementation of this bill will facilitate job and wealth creation and exports diversification create room for Nigeria to explore the agro allied industry. Committee on industry


8. A Bill for an Act to amend the Federal Polytechnic Act and for other related matters 2016 SB.241 by Senator Ali Wakili of Bauchi South.

It seeks to amend the provisions of Governing Boards & anon-renewable single 5-Year tenure for Rectors, establishment of Congregation and the inclusion of 9 Federal Polytechnics in the first schedule. It was referred to the Commit
tee on Education and TET Fund.

9. A Bill for an Act to amend the Nigeria Drug Enforcement Agency, NDLEA Act and for other related matters 2016 SB. 292 by Senator Gbenga Ashafa (Lagos East).
 
The Bill seeks to amend and cover the loopholes in the existing law it was referred to Committee on Drugs and Narcotics.

Senate Leader appreciated all Senators for exhausting all matters on the Order Paper and moved for adjournment and Minority Leader seconded.
